As we all know the Netbook does not come with optical media and for this reason that Microsoft has decided to provide, to all those who wish to update your Netbook to Windows 7, a downloadable and bootable USB drives.
Just go to the Microsoft Store and download win7 usb version and save it on any USB support.
Once downloaded you only boot from bios, the USB Netbook to install the new operating system
Operating system that is not, however, the Starter Edition, reserved for systems pre-installed but a choice between Home Premium, Professional, Ultimate and those that are also sold on CD for the same price of the latter.
Commenting on Microsoft's decision not to provide the Starter Edition, for once, the opinions are in favor of choice as the starter version has not gained the favor of users because of the limitations imposed on her house in redmond.
You just have to see if the versions "evolved" and "heavy" will be easily accessible, especially in some older Netbook ....
